According to todays new Hideo Blog, the Existence Disk will be available outside Japan, with the narration called Jack:
"Famitsu published the advertisement for Subsistence. The words "MGS4 Trailer" are printed in the section describing the bonus film on the third disc. I want many people to play Subsistence. I want them to be pleased with it. I have only that desire in mind as I push myself through the final stages of Subsistence's development."
