Solid Snake (David)
Back for his final mission, Snake is back on the battlefield to eliminate Liquid on the request of Campbell, later this changes to include rescuing Naomi and assiting in the rescue of Sunny.
Otacon (Hal Emmerich)
Snakes right hand man and codec buddy. Otacon is egger to finish this long war between the Snake's and the secret group the Patriots. Developing most of the gear Snake wears via his company "Otacon-Soul", he supplies assistance via a small robot called Metal Gear MK II in the later chapters.
Revolver Ocelot / Liquid Snake
Now under the control of Liquid Snake, he has created a PMC group called Outer Haven, he seeks to gain control of SOP in order to control the battlefield and destroy the patriots. Tho its unknown who supplied him the Gekko's.
Raiden (Cyborg)
Back as the new Ninja!! Raiden will be Snakes guardian from major enemies including the Gekko's. The form shown in the image to the left is indeed a cyborg, but has the same AI as the original Raiden. Question is tho who created him? Tokugawa Heavy Industries may be a clue to some of you (Policenauts) He has been entrusted with rescuing Olga's child.
Vamp
The mysterious member of Deadcell from MGS2, little is known about this guys past. The big question here is if he's an agent of the patriots? (He knew info not known by Solidus about Arsenal Gear) Vamp is back! and in a big way, he's much faster than he used to be and now like his love Fortune is looking for a worthy death, which he belives Raiden may give him.
Meryl Silverburgh
The commanding officer and leader of the revived Fox-Hound, which as many know she was a big fan of. Her team is with the CID which is one of the groups investigating PMC activity.
Ed
He's part of Meryl's Fox-Hound group and second in command.
Jonathan
He's part of Meryl's Fox-Hound group and is a man of few words, but he makes up for this in actions.
Johnny (Akiba)
He's part of Meryl's Fox-Hound group and doesn't seem to carry Nano machines like the others. He is a technology specialist and is a 10 year vet. He does have a similiar querk of the runs like Sasaki...
Sunny Gurlukavich
The daughter that Olga entrusts Raiden to find, she is now 7 years old and despite being under the observation of The Patriots, she is aware of who her mother was.
Naomi Hunter
Frank Jaegers step sister, after the events of the Shadowmoses Incident, she was rescued by Snake and went into hiding. She has been captured by Liquid and forced against her will to help him find the key to SOP, since it was based off Fox Die. You rescue her during the game.
Roy Campbell
The old commander of the Fox Hound and David's long time friend, he is now a member of the UN and has requested Snake to elimiate Liquid, based on the accessment of his current PMC control.
EVA (Big Mama)
She disappeared in 1968, but she is still alive, according to MGS history she is 80 years... She is the leader of a resistance movement against the patriots (Probably founded by The Philosophers)
Drebin
A weapons launderer who removed the ID's of guns allowing others to use them, he drives a Armoured troop carrier (Stryker) he calls "Eye have you" and is involved in the rescue of Naomi.
Little Gray
Drebins little friend, a fan of Coke and Drebins Stryker, he is destined to play a big part in the game which is as yet to be revealed.
Haven Troopers
Part of Liquids elite soldiers these femails have been placed in enhancement suits and feature the same leg section as Vamp. they carry knives and a P90 submachine gun. They're nicked named "The Frogs" for their enhanced leaping abilities and speed
Screaming Mantis
The leader of the "Beauty and the beast Unit" Screaming Mantis is a master puppetier and using strong threads launched from her arms she manipulates the targets movement. The dolls on her secondary arms are of Psycho Mantis and The Sorrow, She suffed from Shell Shock and endured Post trauma, to go on living she was encased in cybernetic suit. Its unclear yet as to how she is able to levitate.
Laughing Octopus
The Stealth specialist of the "Beauty and the beast Unit" Laughing Mantis uses the same Ococamo as Solid Snake and is able to blend into her surroundings. She moves and attacks like "Doc Oc" using her 4 tenticles to throw or stab, She suffed from Shell Shock and endured Post trauma, to go on living she was encased in cybernetic suit.
Raging Raven
The Firearms specialist of the "Beauty and the beast Unit" Raging Raven uses one of the UAV Bird Drives to fly, which is armed with 6 hellfire missles, She carries an RPG6 Grenade launcher. She suffed from Shell Shock and endured Post trauma, to go on living she was encased in cybernetic suit.
Crying Wolf
The Strength & Speed specialist of the "Beauty and the beast Unit" Crying Wolf is able to stop 5 tonnes in her tracks and can physically lift it! When in motion she can reach speeds of 30 miles per hour and can make sharp turns making avoiding her pounces almost impossible. She is armed with a Rail Gun turret on her back for long range firing. Suffing from Shell Shock and endured Post trauma, to go on living she was encased in cybernetic suit.
Big Boss (Jack)
Now dead for 15 years or so were told, the big question is he in Cryo or Ashes? Will he feature like in MGS as a mention, a ghost or still actually alive! and if so why?

Mei Ling (CONFIRMED)
A member of Philantropy, the gadget specialist.
Natasha Romanenko
The co founder of Philantropy, so its possible she will make an appearence.
Chinese / Russian Philosophers
Its quite possible that these guys shall appear in MGS4 either to assist or go directly after the Patriots, after all they stole their money and they aren't exactly following the code of the original founders.
Rosemary (CONFIRMED)
Raidens lover and carrier of possibly their child (MGS2 comments question who the father is)
Raiden (Jack)
Its possible that we will see Raiden in his pre cyborg form during the game.
